WHMIS Regulations - What is a WHMIS Certificate?

Some trainers and web sites offer a WHMIS certificate, what is it certifying? That is a good question as it may mean different things from different WHMIS training providers. This is intended to be the documentation that that employee has achieved a passing grade on the test indicating that they successfully completed the test following the training.
